This is a decorated version of the earthenware lamp called 'Puntee'. The Puntees are lit in all households during Diwali - Festival of Lights symbolizing the win of Good over evil and Light over Darkness.

I had no idea that matka diyas... as they call them in Delhi are called 'puntee' in Mumbai.
