There are these enclosures in Mumbai called 'Kabutar khanas' where all thos who wish to feed the birds can come and do so. Members of the Jain community come and do it religiously.
This is opposite the General Post Office in South Mumbai.

This is definitely what one would call a "feeding frenzy" - they don't look at all malnourished.
