The slogans are part of keeping the city clean and green. Pedestrians not using the pavement is a side note. They are used to walking on the street instead of the pavement for various reasons, like most of the pavements, where they exist are taken over by hawkers or used for parking. Sometimes they are dug up for various reasons and not filled up properly leading to uneven surfaces.

It's just what you're used to. But good sidewalks are never gone.
